Squid3+sarg+samba use 120 pc-LAN

не могу понять в чем дело помогите советом.
интернет в 6 Мегбит пользователей 120

когда все в инет ломятся некоторым юзерам говорит что прокси сервер не отвечает...
как победить?

у меня в сети нет DHCP.
Смотрел в тот момент когда отказывается принимать соединения от пользователей интернет канал занят на 100%.
может из за этого?
Как мне лучше распределить скорость чтоб все работали пусть тихо но работали
