Не могу подключится удаленно к Mysql

Всем Добрый вечер.
Подскажите плз в чём может быть дело . Не могу подключиться удаленно к mysql . bind-address закоментил . В чём может быть дело . telnet host 3306 соединяется !
Уже голову сломал .


 mysqladmin -u root password 123456

Может быть дело в правах на директорию ??
