Такими вот способами не получается

(only a few multibyte encodings can be recognized then).

enconv .htaccess -L russian
enconv: Cannot detect native charset for locale ru.
You have to use the `-x' option or the DEFAULT_CHARSET environment variable to set the target encoding manually.

Получилось так:
 enca -L ru file.htm
