Интересно с чем это может быть связано, ведь в /etc/ppp/ip-up.d он прекрасно передается

Это вообще исключено. Так как unit 0 и unit 1 явно указаны.

Только с одним. Кто-то поправил /etc/ppp/ip-down

Дата создания всех корневых скриптов 7 марта 2010 года, так что тоже не то...

Понятия не имею. Как вариант вместо $6 использовать $PPP_IPPARAM

Файлы ip-down одинаковые. Использование вместо "$6" "$PPP_IPPARAM" положительных результатов не дало(
