версия ситемы?
update-notifier-common.postinst нужены package-data-downloader и  update-notifier
попробуй установить.
если не поможет, то
sudo mv /var/lib/dpkg/info/update-notifier-common.postinst{,.bak}

sudo mv /var/lib/dpkg/info/update-notifier-common.postinst{,.bak}

помогло
