Причем после остановки и запуска
ufw нужно перезагружать машину,
иначе изменения не влияют на скорость.
Что не так у меня с
ufw что из-за него занижается исходящая скорость?

Я так понимаю
ufw это как-бы упрощенный firewall
или утилита и он работает над iptables ?
К сожалению я совершенно не понимаю ничего в iptables
